L’agriculture biologique (AB) (Organic farming) is a holistic agricultural production system in France that combines best environmental practices, respect for biodiversity, the preservation of natural resources, and the application of high animal welfare standards.

The origins of organic farming in France

Organic farming emerged from the collective thinking of agronomists, doctors, farmers, and consumers. In the 1920s, they pioneered an alternative approach to agricultural production that emphasized soil cultivation, self-sufficiency, and respect for the balance of nature.

In 1981, the French public authorities officially recognized organic farming. A National Commission responsible for organizing and developing organic farming was then established.

In 1991, a European Community regulation adopted the principles established in France and applied them to crop production, extending them to livestock production in 2000.

Organic farming is a fast growing area in EU agriculture, which is a direct result of increased consumer interest in organic products. In response to the challenges posed by this rapid expansion, and in order to provide an effective legal framework for the industry, the EU passed new legislation relating to the organic sector which applies from 1 January 2022.

Examples of the changes that made under the new organic legislation include:

• a strengthening of the control system, helping to build further consumer confidence in the EU organics system;
• new rules for producers which will make it easier for smaller farmers to convert to organic production;
• new rules on imported organics to ensure that all organic products sold in the EU are of the same standard;
• a greater range of products that can be marketed as organic.

Made in EU was proposed by the European Commission in 2014. The Made in the EU label would indicate the product is mainly made in the European Union. After initial interest in the "Made in EU", no further proposal has been put forward for adopting a regulation in this regard.

Significance

The EU is one of the world’s biggest markets with half a billion consumers. Professor Jerzy Buzek, past chair of the European Parliament Committee on Industry, Research and Energy (ITRE), said that "'Made in Europe' means we are proud of our activity." Made in France is a merchandise mark indicating that a product is planned, manufactured and packed in France.

According to Article 39 of the Customs Code, a product is “Made in France" if it has ‘undergone its last economically justified substantial transformation, carried out in a company equipped for this purpose, resulting in the manufacture of a new product or one that corresponds to an important stage of manufacture’ in France. The certification is also attributed to products where at least 45% of
the unit cost price has been acquired in France.

The notion of "terroir", the basis of the protected designation of origin.

Terroir is one of the historical foundations of PDOs. A terroir is a delimited geographical area in which a human community has built up, over the course of its history, a collective knowledge of production, based on a system of interactions between a physical and biological environment, and a set of human factors. The socio-technical itineraries thus brought into play reveal an originality, confer a typicity and lead to a reputation, for a good originating from this geographical area.

What's the difference between PDO and AOC?

European registration of a PDO guarantees protection of the product name within the EU, reassuring consumers of its authenticity and quality. L'appellation d'origine contrôlée (AOC) is a compulsory national recognition stage before a name is registered as a PDO and protected as such at European level.

Only wine products retain the right to bear the AOC label if they so wish.

PDO commitments

1. The raw materials and processes must come from a delimited terroir.
2. Producers must follow precise requirements, specified in a cahier des charges, defined by theprofessionals and homologated by the European Union.
3. Products are subject to rigorous controls carried out by state-certified bodies.

This method is slow and less polluting than hot-process soapmaking. Its lengthy production time makes it unsuitable for industrial-scale manufacturing, but it produces a high-quality soap that retains the properties of the oils used after the chemical reaction is complete. Without certification, ask the brand to confirm ingredient origins and its animal-testing policy. “Cruelty-free” alone does not mean vegan.

The Programme for the Endorsement of Forest Certification (PEFC) is a certification scheme created by forest owners. PEFC aims to address landowners' interests and enable national standards that align global requirements for environmentally appropriate and socially beneficial forest management practices with the specific realities of individual countries PEFC is an international, non-profit, non-governmental organization. According to PEFC, their certification show that the product originates from "a forest that is managed in line with the strictest environmental, social and economic requirements". As such, the label is assumed to guarantee consumers that the forest has been managed in a sustainable way. The certification takes place through an audit made by an independent third-party company.
